Two details the pricing page does not lead with:
- Shippo counts in 30-day cycles from the day your plan starts, not from the first of the month.
- On Starter, connecting your own carrier account costs 5 cents a label. That fee is waived on paid plans.
One of these free tiers has no published ceiling. The other has a specific one. Pull your last three months of order counts and see which side of 30 you are on.
Carrier Access: Who Can You Actually Ship With?
The PayPal Shipping Center supports USPS, UPS and DHL Express, and PayPal states plainly that you cannot create FedEx labels in it. Shippo covers all four majors: USPS, UPS, FedEx and DHL Express.
If you already hold a FedEx account, or FedEx wins on rate or transit time in your busiest lanes, that single fact settles your choice.

Where Your Orders Come From
Go back to that Sunday evening. Whether you get it back depends on one thing: can your store hand orders to your label tool by itself?
Shippo connects to Shopify, Etsy, eBay, WooCommerce, BigCommerce, Squarespace and Amazon, and unlimited store connections are included on the free Starter plan. Orders arrive on their own, and you print.
PayPal works from the other direction. Every documented route to its Buy a Label page starts from a PayPal order or transaction: the actions menu in the Shipping Center, an order detail page, or your PayPal activity list. PayPal publishes no storefront integration, no Shopify app and no order-import API.

If You Sell on Etsy, Read This First
If your orders come from a US Etsy shop, the choice is already narrowed for you. Since 21 October 2024, Etsy permits only Shippo and ShipStation to automatically import and export shipping data with a US shop. Other apps can still be connected, but you will be accessing addresses, submitting tracking numbers and marking items shipped by hand. So for an Etsy seller, Shippo is the natural pick of the two tools compared here. If you set up a different shipping service before that date, Etsy says it keeps working as it did.
